Announcement – Request for Proposals: Independent Audit & Tax Services

Kennebec Valley Community Action Program (KVCAP), a 501(c)(3) nonprofit community action agency with annual revenues exceeding $31 million, is requesting proposals from licensed Certified Public Accounting (CPA) firms to perform our annual financial and compliance audits. We administer a diverse portfolio of federal, state, and local programs – including Head Start/Early Head Start, LIHEAP, CSBG, transportation networks, and affordable housing initiatives. We are seeking a highly qualified, technically proficient firm to serve as a long-term partner. The resulting contract will be for one (1) year with options for up to four (4) additional years.

Scope of Services
The selected CPA firm will be responsible for:
1. Financial Statement Audit: Joint audit of KVCAP and its 100% owned affiliate, Cony Village LLC, in accordance with GAAS and Government Auditing Standards (Yellow Book).
2. Single Audit: Compliance audit of major federal award programs under OMB Uniform Guidance (2 CFR Part 200).
3. State Compliance Audit: Compliance auditing under the Maine Uniform Accounting and Auditing Practices for Community Agencies (MAAP).
4. Retirement Plan Audit: Financial and compliance audit of KVCAP’s 403(b) Retirement Plan (Plan Year: April 1, 2026 – March 31, 2027).
5. Tax Return Preparation: Preparation and filing of Form 990 returns for both KVCAP and Educare Central Maine (for which KVCAP is the lead managing member).

Minimum Bidder Qualifications
To be considered, responding firms must:
1. Be licensed CPAs in good standing.
2. Demonstrate extensive prior experience (within the past 3 years) auditing community action agencies, federal and State of Maine grant funding, and 403(b) retirement plans.
3. Fully satisfy the independence standards of Government Auditing Standards.
4. Meet the peer review and continuing professional education (CPE) standards of the GAO.
