Agency FAQs

What kind of agency are you?
KVCAP is a private, non-profit organization that has been serving the people of Central Maine since 1965.

How are you funded?
KVCAP is funded through a combination of Federal, State, municipal and private grants.

What kind of services do you offer?
We offer a variety of services covering many needs. Our programs provide assistance for everything from Early Childhood Development to Home Repairs, Transportation, Fuel Assistance and Family Planning. For specific information regarding available services, please visit the applicable program's web pages.

Who is eligible for your services?
Generally KVCAP's programs are designed to provide services to low-income and disadvantaged clients. To find out about specific program eligibility requirements please visit the program web pages.

Family Planning

What services do you offer?
Pap Smears, Breast Exams, Pelvic Exams, STI testing and Treatment, Birth Control (including the pill, IUD, Depo Provera, The Patch, The Ring, Implanon, and Emergency Contraceptives--"Morning-After Pill"), Pregnancy Testing, Blood Pressure Checks, Urinalysis, Blood testing for anemia, Confidential HIV Testing, Colposcopy/Cryosurgery. Also information and Counseling on: Nutrition, Female/Male Reproductive Health, Sexuality, Puberty, Pregnancy Planning, Menstruation, Fertility/Infertility, STI's, Sterilization, Menopause, Natural Family Planning, HIV/AIDS, and Referrals.

Where are you located?
Our Waterville clinic is located on the 2nd floor of the Drapeau Building, 101 Water St.
Our Skowhegan clinic is located in the KVCAP building on Mary St in Poulin Park.

Will I have to pay for services that I receive?
Family Planning accepts Private Insurance and MaineCare. If a client does not have either or do not wish to use it, they may apply for our sliding fee scale to see how much services would cost. If clients have questions about how much something costs, they may call for a quote over the phone.

Transportation

What cities and areas do you provide Transportation services for?
The Kennebec Explorer Serves the Communities of Augusta, Hallowell, Farmingdale, Gardiner, Waterville and Fairfield.

The KV Van program serves all communities in Kennebec and Somerset Counties.

How do I find out if I qualify for Transportation services?
KV Van Transportation is available at no cost to MaineCare covered passengers and people referred by DHHS, CDS, or other contracted funding sources.

Free service is also available for people whose income is less than 150% of Federal poverty guidelines. Contact your local dispatch office for current eligibility guidelines for your family size.

Service is also available to anyone who is willing to pay. Rates vary depending on the type of service required and the availability of vehicles to meet the demand.

Can anyone ride the Kennebec Explorer bus?
Yes. This is a public bus service and is available to everyone. No application or advance notice is required to ride. ADA service is available within ¾ of a mile from the Kennebec Explorer routes for people with disabilities. Contact the dispatch office1 hour in advance to schedule off- route service.


How much does it cost to ride the Kennebec Explorer bus?
$1.00 within one town and $1.25 when crossing town lines.


How do I apply for Transportation services?
For KV Van services, complete the standard application form and submit it to the dispatch office nearest you. You may be required to submit additional information to determine income eligibility for service under some programs. Eligibility determination is typically made within three working days.

When should I call for a ride?
Once you are determined to be eligible, please notify the dispatcher 3-5 days, or more if possible, in advance of your appointment to schedule a KV Van ride.


HEAP

What kind of assistance do you provide?
The Low Income Home Energy Assistance Program (commonly called LIHEAP or HEAP) provides money to low income homeowners and renters to help pay heating costs.

How do I know if I qualify for assistance?
LIHEAP is targeted to low and very low income Maine homeowners and renters. Please contact us for an application. Income guidelines can be found here: http://www.mainehousing.org/ENERGYProgramsDetail.aspx?ProgramID=37

How do I make an appointment to receive assistance?
Please contact us at 859-1551 or 859-1553 to make an appointment.

How long before I receive my benefit?
It generally takes 4-6 weeks to process your application.

I've already received my benefit for this year, but am out of fuel. Can I receive any additional assistance?

What services do you provide?
New home development, homeownership counseling & education and mortgage financing assistance.
